The Development Trend of E-government During the 14th Five-Year Plan

科学统筹电子政务发展已经成为加快推进国家治理现代化的重要支撑。"十三五"时期,我国电子政务政策环境持续优化,国际认可度不断提升,网上政务服务供给能力持续改善,政务信息资源开发利用深入推进,企业和群众的获得感不断增强。同时,电子政务也面临着治理现代化提速、应急应对高效、人民群众需求个性化和开放共享透明等多重挑战。"十四五"时期亟需加强统筹推进机制,深化数据资源开发利用,打造整体协同网上政务服务体系,探索多元参与的电子政务建设模式,提升领导干部信息素养,促进电子政务可持续发展,提升电子政务建设整体效能。

Scientific coordination of e-government development has become an important support to speed up the modernization of state governance.E-government policy environment has been optimized,international recognition has been improved,online government service supply capacity has been improved,government information resources development and utilization has been promoted in-depth,and the sense of enterprise and public’s acquisition has been enhanced continuously during the 13th Five-Year Plan in China.However,there are different challenges such as speeding up of governance modernization,high efficiency response of emergency,transparency,openness and sharing that e-government development has to face.During the 14th Five-Year Plan,it is necessary to strengthen the overall promotion mechanism,deepen the development and utilization of data resources,create a whole cooperative online government service system,explore the multi-participation of e-government construction module,improve the information literacy of leaderships,promote the sustainable development of e-government,and improve the holistic efficiency of e-government construction.
