医用氧气瓶信息化管理系统的建设与实践

Construction and practice of information management system of medical oxygen cylinder

随着医疗设备管理制度的不断完善,医用氧气的管理日益规范,而医用氧气瓶作为医用氧气容器的安全性越来越重要,一旦发生泄漏、燃烧或爆炸等事故将会造成人民生命和财产的重大损失。通过分析当前医用氧气瓶在生产、流通和使用过程中存在诸多安全隐患和不符合法规的管理现状,剖析医用氧气瓶安全和质量管理存在的问题和风险,结合国家和地方政府相关法规要求,从气瓶信息采集和二种方式编码规则制定、从空瓶回收到满瓶送达5个环节扫描步骤设计、从生产全过程八个管理环节的系统流程设计、从5个系统软硬件组成等4个方面提出建立医用氧气瓶信息化管理系统的建设方案,并论述在国家法规的执行、充装单位生产经营管理、客户使用感受等3方面的实践效果。

With the enhancement of people’s living standard and the constant improvement of national management system,the management of medical oxygen cylinder increasingly was standardized,while the effect of safety compliance of medical oxygen wrappage of medical oxygen cylinder is more and more important.Once the wrappages occur leakage,burn or blast and other accidents,they would cause heavy losses of life and property of people.This article analyzed the existing problems and risks in the management of safety and quality of medical oxygen cylinder through briefly stated existing variously potential safety hazard and unconventionally management situation in the processes of production,circulation and usage of currently medical oxygen cylinder.Combined with the requirements of relevant law and regulation of national and local government,the construction scheme of establishing information management system of medical oxygen cylinder was proposed from 4 aspects included the acquisition of cylinder information and formulation of two kinds of coding rule,the design of scan step of 5 links from the recycle of empty cylinder to delivery of fullness cylinder,the design of system flow of 8 management links of the whole process of production and the composition of soft and hard ware of 5 system.And then the practice achievements of this scheme in 3 aspects included the effect of government regulation,the management of production and operating of the institute of filling cylinder and the using feel of user were discussed.
