摘要
新国标实施一年多来,电动自行车的管理与强制性国家标准尚存在一定的差距,仍然存在着消费者对国家标准认识不够、生产销售环节缺乏必要监督、交通管理环节日常督查不严以及缺乏职能部门联动长效机制等方面的问题。需要从增强消费者对新国标的认识、强化生产销售环节监督、加强交通管理环节日常督查以及建立多部门联动长效机制等方面入手,斩断非国标车非法生产、销售和使用的"链条",切实保障广大消费者生命财产安全,为群众提供良好的公共安全服务。
Since the implementation of the new national standard for more than a year,there is still a certain gap between the management of electric bicycles and the mandatory national standards.There are still some problems,such as insufficient understanding of national standards by consumers,lack of necessary supervision in production and sales,lax daily supervision in traffic management,and lack of long-term linkage mechanism between functional departments.It is necessary to cut off the"chain"of illegal production,sales and use of non national standard vehicles from the aspects of enhancing consumers’understanding of the new national standard,strengthening the supervision of production and sales links,strengthening the daily supervision of traffic management links,and establishing a long-term mechanism of multi department linkage,so as to ensure the safety of the lives and property of consumers and provide good public security services for the masses.
