我国高等教育公平政策范式及其治理路径论析 被引量:13

摘要 高等教育公平是表征社会民主化和现代化的一个重要标志,也是推动社会公平、构建和谐社会的重要动力。中国历来具有重视公平的价值观及相应制度体系建构的传统,注重政策价值的多元化表述、政策内容的多样性表征、政策体系的多维化构成。中国高等教育公平是国家政策主导下的渐进式发展过程,包含了市场化的理性范式、社会化的保障范式和自由化的选择范式的共同建构过程。未来的高等教育公平政策在创新与调整上应遵循一定的行动逻辑与治理规律,通过发挥教育政策“元治理”职能、构建协同共治的多元行动体系、发挥复合政策范式的系统效应、重视学生群体的多维化利益诉求、优化政策供给和整体性改革,实现持续性的高等教育公平制度优化的目标,进而更好地发挥高等教育公平政策的积极作用。 Higher education equity is an important symbol of social democratization and modernization,and also an important driving force to promote social equity and build a harmonious society.China has always attached importance to the fair values and the construction of corresponding institutional system in China,and paid attention to the diversified expression of policy value,diversified representation of policy content,and multi-dimensional composition of policy system.China's higher education equity is a gradual development process led by national policies,including the co-construction process of a market-oriented rational paradigm,a socialized security paradigm,and a liberalized choice paradigm.The future equity policy of higher education should follow certain action logics and governance rules in innovation and adjustment through the"meta-governance"function of education policy.It further requires the construction of a multi-action system of coordination and co-governance,the system effect of compound policy paradigm,and put emphasis on multi-dimensional demands of students’interest.Therefore,the overall reforms will achieve the goal of continuous optimization of the higher education equity system,and play the positive role of higher education equity policies.
