摘要
近年来,美国出台一系列政策打压我国华为、中兴等公司,妄图通过“断供”方式遏制我国核心技术产业发展,特别是自2020年以来,美国在芯片产业上对我国企业限制不断加码。文章通过分析我国芯片产业在理论技术、创新模式、产业生态发展等方面存在的问题,从政策设计、产业规划、创新模式和人才培养等方面,对产业安全保障提出针对性建议。
In recent years,the United States has successively issued a series of policies to suppress Huawei and ZTE and other companies in China,in an attempt to curb the development of the core technology industry through"cut off supply".Especially since this year,the United States has continuously increased its restrictions on Chinese enterprises in the chip industry.This paper analyzes the existing problems in theoretical technology,innovation mode and industrial ecological development of China's chip industry,and puts forward targeted suggestions for industrial security from policy design,industrial planning,innovation mode and personnel training.
