摘要
地震、台风等自然灾害会对电网造成较大破坏和冲击,故障点多、抢修任务分散,同时应急抢修队伍也有多种等级,采用任务分解技术建立任务需求分析和应急人员技术能力评定,量化分析应急人员所具备的技术能力类型和水平,建立了任务需求评估下的技术能力匹配模型。并结合技术能力评估对抢修工时预估进行优化,提高了应急抢修队伍间任务分配能力,改善了任务分配过程中因不同队伍不同抢修点用时问题对任务分配的影响。基于匈牙利算法和多旅行商问题对任务分配进行优化求解,并通过仿真分析对模型和算法的可靠性和有效性进行了验证。
Based on the demand analysis of the emergency response,the present paper has formulated and proposed an urgent rescue allocation and rescue saving model so as to match up for the emergent response demand and prompt organization of technical and technological integrated force to deal with the disasters,such as earthquakes,typhoons,and/or other natural disasters.The rescue to be carried out by the electric emergency teams has to be ensured to timely restore the power supply and minimize the power supply loss. Of course,the emergency repair teams may also be various with their own technological capabilities in the repair levels,Therefore,the given paper should mainly be focused on the study of the continual increasing professional technical demands and the different levels of the technical capabilities and traits of the rescue staff members. And,then,applying the results of the above model in combination with the technological capability assessments to optimize the repair time,choose and optimize the methods of the conventional repairing work based on the Monte-Carlo method to accelerate the efficiency of the emergency team schedule,further. The assignment of the above said model should be optimized based on the Hungarian algorithm and multitraveling salesman problem,so as to enhance the ability of the task distribution of the power-line emergency repair teams further,and heighten and strengthen the influence of the time of different teams in the process of the task distribution and implementation. Meanwhile,considering the actual situation of the grid emergency work and taking a regional power grid as an authentic sample,the simulation analysis of the emergency task allocation model has to be proposed to verify the feasibility and effectiveness of the proposal. Thus,it can be seen that the purpose of this paper is to improve the actual emergency response time and the efficacy and efficiency of the power grid in case of a massive power blackout,so as to lay down an effective decision-making basis for the emergency repairing mission control and management power and allocation plan under the grid blackout accident so as to provide supports for the emergency decision-making theory.
