摘要
结合公众情境理论和理性行为理论,探讨邻避工程公众接受度的形成机理,以武汉市光谷某变电站为例,通过342份调查问卷进行实证分析,构建结构方程模型,探究公众信息活动的影响因素和信息活动对邻避工程公众接受度的影响。研究结果表明:传统“决策-公布-辩解”模式易造成公众不信任,加剧其对邻避工程的反对情绪;政府部门对邻避工程的功能与潜在影响宣传不足,致使公众接收信息缺乏有效引导;活跃人群在信息传播中起关键作用,应重点支持加强建设决策的公众参与;主观规范和态度是接受度最重要的影响因素,信息活动的作用存在局限性。
By combining public situation and rational behavior theory,this paper investigated the public acceptance in NIMBYprojects.A substation in Wuhan Optics Valley is taken as an example,and a structural equation model was established based on 342questionnaires.The results showed that the traditional“Decide-Announce-Defend”model add publics’opposition to NIMBYprojects with the reduction of trust;government departments discount the publicity of projects’function and potential impact,leadingto the information received by the publics lacks effective guidance;active publics play a key role in information dissemination,andit’s important for government to support their participation in decision-making process;Since subjective norms and attitudes are themost strongest predictors of acceptance,what the information activities can do is limited in fact.
