构建林草融合的草原调查监测体系 被引量:10

Establishment of grassland survey and monitoring system based on forest and grassland integration

摘要 我国是一个草原资源大国,草原是我国陆地生态系统的重要主体。随着新时期草原生态优先的功能定位进一步明确,草原调查监测的主要目标已转变为服务生态文明建设兼顾畜牧业生产。原有的草原调查监测体系存在着资源本底不清、现状不明,分类和评价体系不尽合理等问题,林草融合监测格局尚未成形,草原管理的现实需求迫切,加快构建新时期草原调查监测体系刻不容缓。在自然资源统一调查、监测、评价制度的基础上,构建草原调查监测的"四梁八柱",实现林草资源调查监测"一张图、一个库、一套数"的目标,统筹山水林田湖草统一保护系统修复,服务于生态文明和美丽中国建设。 Grassland is an important part of the terrestrial ecosystem in China,as a country of rich grassland resources.With ecological priority function of grassland in the new period,the main goal of grassland investigation and monitoring has been changed to serve the construction of ecological civilization as well as the production of animal husbandry.Traditional grassland investigation and monitoring system exists some problems,such as unclear resource data,unknown status,unreasonable classification and evaluation system,and the monitoring pattern of forest and grass integration has not been formed,so it is urgent to accelerate the construction of grassland investigation and monitoring system in the new era.On the basis of the system of unified investigation,evaluation and monitoring for natural resources,"four beams and eight pillars"of grassland investigation and monitoring should be constructed to achieve the goal of"one map,one database and one set of statistical result"in forest and grassland resources investigation and monitoring,and to realize the restoration of unified protection system of mountains,rivers,forests,fields,lakes and grasslands,so as to serve the ecological civilization and the construction of a beautiful China.
