The common characteristics of ghost-written and published academic papers were summarized,the measures for preventing such papers were proposed in terms of strictly implementing their strict preliminary review,normalizing their editing process and the signature of their authors,perfecting their contribution platform,and improving their editors'competence,and suggestions were put forward for improving the competitive power of our country in scientific research on the basis of a further study on the reasons of academic misconducts,such as perfecting the evaluation mechanism of scientific achievements,reducing the needs of publishing utilitarian papers and the number of low academic level journals,and controlling academic misconducts by optimizing the academic communication environment.
