国有林区社会组织参与社区治理效果影响因素分析——以黑龙江省伊春市为例

Analysis on the Influencing Factors of Social Organizations’Participation in Community Governance in State-owned Forest Regions——Taking Yichun City in Heilongjiang Province as an Example

社会组织在参与社区治理的过程中,有利于形成共建、共治、共享的新型社区治理格局,促进社区治理主体的创新性发展,增强社区治理力量,提升社区治理能力。文章以黑龙江省伊春市为例,在问卷调研数据基础上,运用二元Logistic回归模型进行实证分析和演算,分析了国有林区社会组织有效参与社区治理的影响因素。其中,政策法律、人力资源、管理制度及社会支持等因素对社会组织参与社区治理效果产生不同程度的影响。研究发现:人力资源因素中,有专业化队伍能够促进社会组织有效地参与社区治理,具有显著的正向影响;社会支持因素中,媒体的支持程度越大越能推进社会组织积极参于社区治理,具有显著的正向影响;管理制度因素中,健全的考核制度对社会组织参与社区治理有促进作用,具有显著的影响;政策法律因素中,是否有关于社会组织登记的政策与法律没有显著影响。通过对研究结论进行讨论,提出4个方面的政策建议:(1)优化社会组织参与社区治理的政策法律环境及财政支持政策;(2)优化社会组织参与社区治理的社会环境;(3)完善社会组织参与社区治理的内部规章制度;(4)加强社会组织参与社区治理的专业化队伍建设。

In the process of participating in community governance,social organizations are conducive to forming a new pattern of community governance featuring co-construction,co-governance and sharing,promoting the innovation of community governance subjects,strengthening the power of community governance and enhancing the ability of community governance.On the basis of questionnaire survey data,Binary Logistic Regression model was used for empirical analysis and calculation to analyze the factors influencing the effective participation of social organizations in community governance in state-owned forest regions.Among them,policies and laws,human resources,management system and social support have different degrees of influence on the effect of social organizations’participation in community governance.It is found that:Among the human resource factors,professional teams can promote the effective participation of social organizations in community governance,which has a significant positive impact.Among the social support factors,the greater support of the media,it is the more likely to promote the active participation of social organizations in community governance,which has a significant positive impact.Among the management system factors,a sound assessment system can promote the participation of social organizations in community governance and which has a significant positive impact.Among the policy and legal factors,whether there are policies and laws on the registration of social organizations has no significant influence.Based on the above analysis,the paper made discussion and put forward suggestions in four aspects:Firstly,to optimize the policy and legal environment and financial supporting policy for social organizations to participate in community governance.Secondly,to optimize the social environment for social organizations to participate in community governance.Thirdly,to improve the internal rules and regulations of social organizations participating in community governance.Finally,to strengthen the construction of professional team of social organizations participating in community governance.
