新中国城乡环境关系协调思想的演进阶段与特征

The Evolution Stages and Characteristics of the Thoughts of Coordinating China's Urban-Rural Environmental Relations

本文以发展观的演变为主线,分“城市本位色彩的城乡环境关系协调思想”“城市视角为主的城乡环境关系协调思想”“城乡统筹视角的城乡环境关系协调思想”“城乡融合视角的城乡环境关系协调思想”等四个阶段,系统考察了中国城乡环境关系协调思想的演进历程及阶段性特征。本文的考察表明,1949年以来中国城乡环境关系协调思想具有显著历史性和发展性特征,这要求我们应用历史的眼光审视与评价每一时期的城乡环境关系协调思想。本文认为,应重点从有意识地将协调城乡经济关系作为协调城乡环境关系的手段来看待、基于全国主体功能区规划统筹协调城乡空间布局和构建更具独立性的城乡环境关系协调思想等三个方面入手,进一步协调城乡环境关系。

This article systematically studies the evolution of the thoughts of coordinating China's urban-rural environmental relations taking the evolution of development concept as the main line,and argues that the thoughts of coordinating China's urban-rural environmental relations has gone through four stages of evolution those are urban-based thought,urban perspective thought,overall perspective thought and urban-rural integration thought.This study shows that the thoughts of coordinating China's urban-rural environmental relations have historical and developmental characteristics which require us to use the historical perspective to examine and evaluate the thoughts in each period.In the future,the key to further coordination of urban-rural environmental relations should be to consciously view the coordination of urban-rural economic relations as a means to coordinate urban-rural environmental relations,to coordinate the spatial distribution of urban and rural areas based on the national plan for functional zones,and to construct more independent thoughts of coordinating urban-rural environmental relations.
