内蒙古兽药管理法制架构与监管时弊分析

Analysis on the Legal Framework of Veterinary Drug Management and Some Malpractice in Supervision in Inner Mongolia

兽药在动物疫病防控和降低动物发病率与死亡率等方面作用显著,因而强化兽药依法管理显得尤为重要。本文通过对内蒙古自治区兽药管理法制架构及监管举措的介绍,梳理了当前兽药法制管理存在的法律与监管间有落差,监管机构执法力不强,检测机构不健全,兽药从业人员法律意识淡薄等问题,提示自治区应加强兽药法规建设,强化队伍管理,完善检测机构,扎实普法和联合办案,本文为我国地方兽药管理法律法规制定与完善提供了参考。

It is of great importance to strengthen the management for veterinary drugs according to law,as veterinary drugs have played a key role in prevention and control of animal diseases as well as reducing the incidence rate and mortality rate.In the paper,the legal framework and supervision measures concerning the management for veterinary drugs in Inner Mongolia Autonomous Region were introduced,the following problems were summarized,such as,gaps between laws and supervision in current legal management,poor law enforcement ability of regulatory institutions,imperfect testing organizations,little legal awareness of practitioners.Some suggestions were put forward,including strengthening the development of laws and regulations concerning veterinary drugs,further managing working teams,improving testing institutions,popularizing laws and jointly handling with cases,hoping to provide some references to develop and improve local laws and regulations concerning the management of veterinary drugs.
