The Governance by Big Data-Driven Digital Government:development Process and Research Topics

大数据驱动的数字政府治理是体现信息技术与国家治理两者之间密切关系最核心的实践领域,也是学术界颇为关注的热点和焦点议题。通过对web of science数据库中输入主题词后搜索到的相关文献进行文献计量和内容分析,文章从大数据的起源与发展,公共管理领域中有关大数据研究的演进过程以及信息社会中的数字政府治理这3个方面对大数据驱动的数字政府治理领域研究的发展历程进行梳理,并进一步总结了该领域的研究议题大数据在公共事务管理中的应用;大数据驱动地方政府变革的实现机制;数字政府治理的困惑与风险。在此基础上,文章进一步探讨了这一领域现有研究中的争议、问题以及潜在的研究方向,以期为未来研究提供参考和借鉴。文章认为,未来应该更加关注以下3个方面进一步加强数字政府治理理论的系统性、综合性研究;进一步科学论证大数据驱动政府治理变革的内在机理;加强多学科交叉研究,尤其是大数据驱动政府治理变革中的信息技术的开发与创新研究。

The digital government governance driven by big data is the core practical field reflecting the close relationship between the information technology and national governance them,and it is also a hot topic and focus of academic concern.Through inputting the subject words in the web of science database,the relevant literature is searched for both bibliometric and content analysis.This paper attempts to investigate the development process of research topics in big data-driven digital government governance from the following three aspects,namely,the origin development of big data,the revolution of researches concerning big data in public administration,and the governance by digital government in the information society,an then further conclude the research topic as follows:the application of big data in public affairs management;the realization mechanism of local government reform driven by big data;the confusion and risks of digital government governance.On this basis,this paper further discusses the controversies,problems and potential research directions in this aspect currently,so as to provide references for future research.The paper believes that in the future,we should focus more on the following three aspects:to further strengthen the systematic and comprehensive research on the theory of digital government governance;to further demonstrate the internal mechanism of big data-driven reform of government governance in a scientific way;and to strengthen cross-disciplinary research,especially on the development and innovation of information technology in the big data-driven reform of government governance.
