改革转制背景下的“大安全”理念对基层队站提质强能的指导意义

Concept of"Great Safety"Guides the Improvement of Quality and Capacity of Grass-roots Fire Stations in the Context of Reform and Transformation

本文从“大安全”理念的背景和意义着手,对提质强能的必要性和先进性进行了论述。结合体制改革的推进和目标,找到消防救援队伍基层队站建设的具体差距,并针对这些差距提出了思想政治意识、战斗力标准和基层队站职能建设“三位一体”的提质强能实施意见和建议。立足“大安全”,就基层队站在战训工作中的不足之处做好提质强能,发挥国家队主力军的作用,提出一些建设探索的思路和实践。

In the background of"great safety",this paper discusses the necessity and advanced nature of improving quality and capacity of firefighters.Combined with the development and target of the reform and transformation,this paper puts forward several suggestions to improve the quality and strengthen the capacity of grass-roots fire stations from three aspects:ideological and political work,standard of combat effectiveness and function construction of the grass roots.It is significant to uphold the spirit of“great safety”,improve the quality and capacity of grass-roots fire stations according to weaknesses exposed in trainings and shoulder the responsibility as the main force.
