摘要
近年来,随着矿山企业的关停并转,矿山救护队伍服务对象减少,大部分地方矿山救护队伍建设发展前景不好,有些甚至难以维持下去。本文从我国国家级和地方级两个层面的矿山救护队伍现状出发,分析当前大部分矿山救护队伍主要在体制机制不健全、救援队伍人员不够稳定、日常维护困难、信息化建设滞后等方面存在一些问题和不足,提出我国应在法规制度、保障机制、综合能力、信息化建设等方面加强建设,从而提升矿山救护队伍的救援能力。
In recent years,with mine enterprises shutting down,mergeing and shifting to different line of production,the number of mine rescue teams keeps declining,most of which have little prospect in team construction while some are on the verge of closing down.Based on the current situation of the mine rescue teams at the national and local levels in China,this paper analyzes the problems and deficiencies existing in the majoraty of mine rescue teams,including incomplete system and mechanism,unstable personnel of the rescue teams,difficulties in daily maintenance,and lag in IT application.It is proposed that China should strengthen the construction of laws and regulations,safeguard mechanism,comprehensive ability and IT application so as to enhance the rescue capability of mine rescue teams.
