Review and Prospect of Emergency Response Capacity Building in Lishui City

本文主要从地震应急制度的数字化应急指挥系统的建立、地震应急救援队伍的组建和地震应急演练这几方面回顾了丽水市地震应急能力建设和发展历史,总结了地震应急能力建设和发展的相关内容。同时,在新时代加强基层应急能力建设的背景下,分析了当下仍旧存在的不足,对“大应急”背景下进一步加强基层能力建设提供一些发展思路和建议。

This paper reviews the history of earthquake emergency response capacity building in Lishui City from the following aspects:the construction of the digital emergency command system under the earthquake emergency response mechanism,the establishment of rescue teams and emergency drills.In the context of strengthening grass-roots emergency response capacity in the new era,the paper also analyzes the current weaknesses and provides some suggestions to further improve grass-roots capacity building under the background of"comprehensive emergency response".
