预警发布在突发公共卫生事件应急管理中的作用及对策

Role of and Countermeasures for Early Warning Release in Emergency Management of Public Health Emergencies

预警发布是防灾减灾和突发事件应急处置的首要环节.“非典”事件之后,我国已初步形成“一纵四横”的集约化、多手段预警发布能力.此次新冠疫情发生以来,预警发布与卫健、疾控部门紧密合作,全国各地通过国家突发事件预警信息发布系统共发布疫情防控信息约86万条,及时传递了疫情信息、风险提示、重要通知公告.但同时也暴露出预警发布的诸多不足,扬优势、补短板、强弱项成为接下来完善预警发布体系的重要工作.通过梳理预警发布体系建设现状以及在新冠疫情防控中的工作,提出相关政策建议,为未来公共卫生应急管理体系建设提供参考.

Early warning issuance is the primary link in disaster prevention and mitigation and emergency response.After the SARS incident,China has initially formed a“one vertical and four horizontal”intensive,multi-means early warning release capability.Since the outbreak of the new crown epidemic,the early warning is issued in close cooperation with the health and disease control departments.A total of 860000 pieces of epidemic prevention and control information were released through the national emergency early warning information release system across the country,with epidemic information,risk reminders,and important notices released in a timely manner.However,at the same time,it also exposed many shortcomings in the early warning release;therefore,promoting advantages and making up for shortcomings,and strengths and weaknesses will become important tasks for improving the early warning release system.In this context,by sorting out the current situation of the early warning release system and the work in the prevention and control of the new crown epidemic,policy recommendations on how to make the early warning release play a better role in the emergency management of public health emergencies are put forward,thus providing a reference for the future public health emergency management system construction.
