先进性或稳定性:华为公司供应链替代决策

由于美国政府对中国高科技企业恶意限供和断供美国技术和产品,华为公司需要权衡先进性和稳定性、作出供应链替代决策。电信设备产业链上游高端软硬件包含大量美国技术,因此,在美国恶意限供和断供下,华为供应链变得极不稳定,全供应链交易成本急剧增加;如果全部采用国内供应链进行替代,则会削弱供应链技术先进性,导致市场竞争力和份额明显下降。为保障供应链稳定性、维护供应链先进性,降低交易成本、维持销售收入,应均衡考虑供应链先进性和稳定性,实现稳定可持续的净收益和销售收入。建议华为短期利用好现有供应链,中长期推动供应链本地化和自有化,政府则应利用产业技术和布局政策加以支持。

Because American government uses maliciously limited supply and discontinued supply toward Chinese high-technology enterprises,Huawei Company should make decision on supply chain substitution by judging and weighing advancement and stability.There are lots of technologies and products from America in the upper section of the industrial chain of telecommunication equipment.Consequently,under maliciously limited supply and discontinued supply by America,Huawei's supply chain becomes very unstable,and transaction cost of the whole supply chain increases sharply.But if current supply chain is substituted by pure domestic one,the advancement of supply train will be weakened,and the market competition power and share will decrease significantly.Advancement and stability of supply train should be considered in a balanced way to realize stable and sustainable net profit and sales income.In order to ensure supply chain's stability and maintain supply chain's advancement to decrease transaction cost and maintain income,it is suggested for Huawei Company to fully make use of current supply chain in the short term,and to promote localization and self-ownership of supply chains in the medium and long term,which should be supported by industrial policies of technology and layout from government.
