“双循环”新发展格局背景下我国科技创新的战略选择

新发展格局是重塑我国经济发展方式和提升国际竞争优势的重大战略抉择。在新的历史阶段,构建新发展格局对我国科技创新赋予新的任务要求。立足全球战略格局和视角,本文深入分析我国提升科技创新的优势以及面临的短板和不足,认为新发展格局下我国科技创新应坚持四个方面基本要求:强化主动创新、提升自主创新、加强关键领域创新、推进开放创新。最后,提出我国科技创新的战略目标和实现路径:瞄准重大前沿领域加快布局,突破一批核心技术;激发创新潜能,培养世界一流创新人才;改革创新体制机制,构建良好创新生态;进一步扩大开放,形成国际科技合作新格局。

The new development pattern is a major strategic choice to reshape the mode of economic development and enhance the international competitive advantage.In the new historical stage,the new development pattern strategy gives new task requirements to our country's scientific and technological innovation.Based on the global strategic pattern and perspective,this paper deeply analyzes the advantages and shortcomings of promoting scientific and technological innovation in China,and puts forward four requirements of scientific and technological innovation in China under the new development pattern:strengthening active innovation,promoting independent innovation,strengthening innovation in key fields and promoting open innovation.Finally,the strategic goal and realization path of scientific and technological innovation in China are put forward:aiming at major frontier areas to speed up layout and breaking through a number of core technologies;stimulating the potential of innovation and cultivating world-class innovative talents;reforming the system and mechanism of innovation and constructing a good innovation ecology;further expanding the opening up and forming a new pattern of international scientific and technological cooperation.
