民族地区社区居民参与旅游扶贫影响因素分析——基于贵州肇兴景区的调查

Comparative analysis of influencing factors of rural community residents participating in tourism-oriented poverty alleviation in ethnic minority areas:investigation based on Guizhou Zhaoxing scenic area

以贵州肇兴景区为研究对象,运用层次分析法与熵值赋权法相结合的综合赋权法找出社区居民参与旅游扶贫的重要影响因素。结果表明:影响社区居民参与旅游扶贫关键性指标是当地政府或企业提供资金支持、政府或企业在旅游扶贫发展规划及决策会征求并重视村民的意见、本人或家庭成员参与旅游扶贫有人指导。应加强对社区居民参与旅游扶贫过程中筹资、投资的预算等工作的管理;决策应征求并重视村民的意见,合作比合资更重要;重视村中能人,发展民族精神领袖加旅游能人“KOL”制;旅游扶贫信息披露和传播重点向非贫困户群体倾斜、研究民族性格并加以利用,联带联动,群学群参等。

In this paper, Guizhou Zhaoxing scenic area is taken as a study case, and the composite weighting method which combines analytic hierarchy process with entropy evaluation method is used to find the important factors of rural community residents in the tourism-oriented poverty alleviation. The results show that the key indicators that affect the participation of community residents in tourism poverty alleviation are financial support provided by local government or developers, the emphasis of villagers’ opinions on development planning and decision-making. Therefore, it is necessary to improve the management on budgets of funding and investment as well as other work in the process of rural community residents participating in tourism-oriented poverty alleviation.Decision-making should listen to the opinions of active participants or villagers, as cooperation is more important than joint venture. The "KOL" system is developed with the combination of ethnic spiritual leaders and active participants or villagers.The disclosure and dissemination of tourism-oriented poverty alleviation information should concern more for the groups of non-poor households, do research on and make use of ethnic personality, realize belt and linkage, and group-study and group-participation, etc.
