论区块链技术在社区矫正制度中的适用

《中华人民共和国社区矫正法》的出台是我国社区矫正制度从无到有、从粗到细、从理论借鉴到制度创新、从试点探索到经验总结的阶段性成果。但是社区矫正制度的实施仍存在调查评估静态单一、数据孤岛问题突出、行政主导力量单一等问题。区块链技术具有分布式记账、透明性较强、去中心化管理、难以篡改等特征,在社区矫正中有着广泛的应用前景和潜力,有助于推动社区矫正工作朝着调查评估动态中立、数据信息协调共享、三位一体协商共治方向发展。同时也必须重点关注区块链技术在社区矫正应用过程中可能出现的问题。

The promulgation of the"Community Correction Law"is a staged achievement of our country's community correction system from scratch,from coarse to detailed,from imitation to innovation,from catching up to leading.However,it is undeniable that there are still dilemmas in community corrections such as single static investigation and evaluation,prominent data island problem,and single administrative dominant force.Blockchain technology has the characteristics of distribution,transparency,disintermediation,trustlessness,and non-tampering.It has a wide range of application prospects and potentials in community corrections,which will help promote community corrections work toward investigation,evaluation,dynamic neutrality,and data information.Coordination and sharing,Trinity consultation and common governance development.At the same time,we must also focus on the problems that may arise in the application of blockchain technology.
