摘要
新型研发机构已经成为新时代创新驱动的重要主体。借鉴PSR模型,构建湖北省新型研发机构发展机制的“压力-状态-响应”分析框架,即从内在压力、外在压力分析湖北省新型研发机构发展的压力,从顶层设计、组织管理、运行机制、人才资源阐释湖北省新型研发机构发展的状态及问题,并从规划机制、组织管理机制、运行机制、人才机制提出湖北省新型研发机构发展的对策。
New R&D institutions have become an important subject driven by innovation in the new era.Based on the PSR model,this paper constructs the“pressure-state-response”analysis framework of the development mechanism of new R&D institutions in Hubei Province,analyzing the pressure of the development of new R&D institutions in Hubei Province from the internal pressure and external pressure,explaining the status and problems of the development of new R&D institutions in Hubei Province from the top-level design,organization management,operation mechanism and talent resources.Countermeasures for the development of new R&D institutions in Hubei Province are put forward from the planning mechanism,organization management mechanism,operation mechanism and talent mechanism.
