基于职责目标的省属公益类科研院所绩效评估体系思考--以福建省为例

Reflection on The Performance Evaluation System of Provincial Public Welfare Scientific Research Institutes Based on Duty and Goal--A Case Study of Fujian Province

福建省属公益类科研院所是建设特色鲜明海峡西岸经济区区域创新体系重要组成部分。本文在准确把握我国公益类科研院所内涵特点和社会角色基础上,提出省属公益类科研院所开展绩效评估的3个着力点:确立顺应时代需要的职责使命、制定服务职责使命的目标任务、构建目标导向的绩效评估体系。在此基础上,以福建省为例,分析提出该类科研院所如何实现从宏观层面的职责使命到构建可操作性的绩效指标体系,为建立公平合理、科学规范,切实起到有效激励和约束作用的省属公益类科研院所绩效评估体系提供新思路。

the public welfare research institutes in fujian province are an important part of the regional innovation system of the west coast economic zone of the straits.On the basis of accurately grasping the connotation characteristics and social roles of public welfare research institutes in China,this paper puts forward three focal points for the provincial public welfare research institutes to carry out performance evaluation:to establish the duty and mission that conforms to the needs of The Times,to formulate the objective and mission of service duty and mission,and to construct a goal-oriented performance evaluation system.On this basis,taking fujian province as an example,this paper analyzes and proposes how such research institutes can realize their duties and missions from the macro level to build an operational performance indicator system,which provides new ideas for the establivshment of a fair,reasonable,scientific and standardized provincial public welfare research institutes'performance evaluation system that can effectively stimulate and constrain them.
