东盟重点研究学科、产业政策分析及对中国国际科技合作的启示 被引量:6

Analysis of key research disciplines and industrial policies of ASEAN and its inspiration to China's international scientific and technological cooperation

摘要 加强与东盟各国的科技合作,不仅能优势互补、推动各方科技创新,更是中国与东盟战略伙伴关系深化升级的要求。依据东盟各国科技部报告,基于Web of Science数据库和Incites数据库获取的2007~2018年科技论文数据,采用文献计量和社会网络图谱法,分析东盟十国的重点研究学科和优先发展产业,以及“一带一路”倡议前后的国际科技合作变化。研究发现东盟各国学科领域发展各有侧重,与中国的科技合作有较大的可开辟空间。中国与东盟应加大在临床医学、工程和环境生态学等重点研究学科的科技合作,推动双方的共同发展;加强在生物技术、信息技术等部分东盟国家非重点研究学科但优先发展产业领域的合作,抓住东盟国家产业调整的机遇;加强与东盟各国重点研究学科与优先发展产业一致的领域合作,以提高科技合作效率。 Strengthening scientific and technological cooperation with ASEAN countries will not only complement each other's strengths and promote scientific and technological innovation from all parties,but also a requirement for the deepening and upgrading of China-ASEAN strategic partnership.Based on the reports of the ASEAN countries'science and technology departments,based on the 2007-2018 scientific paper data obtained from the Web of Science database and the Incites database,bibliometric and social network atlas methods were used to analyze the key research disciplines and priority industries of the ten ASEAN countries,and the"Belt Changes in international"scientific and technological cooperation before and after the strategy.The study found that the development of subject areas in ASEAN countries has different focuses,and there is a large space for scientific and technological cooperation with China.China and ASEAN should increase scientific and technological cooperation in key research disciplines such as clinical medicine,engineering and environmental ecology,and promote common develop ment of both sides;strengthen non-key research disciplines in some ASEAN countries,such as biotechnology and information technology,but prioritize industrial development Cooperation to seize the opportunity of industrial adjustment of ASEAN countries;strengthen cooperation with areas of key research disciplines and priority industries of ASEAN countries in order to improve the efficiency of scientific and technological cooperation.
