残疾人社会组织发展现状、问题与对策建议

Situations,Obstacles and Countermeasures of Social Organizations for Persons with Disabilities

随着全面深化改革进程的加快推进,社会治理创新升级,在当前和今后的一个时期内,残疾人事业发展面临着新形势、新任务和新要求,残疾人社会组织是残疾人事业和社会建设未来发展的重要抓手。本文通过对我国残疾人社会组织开展实地调研,从组织类型、数量构成、地域分布和服务领域等角度呈现残疾人社会组织发展现状,剖析了残疾人社会组织发展中面临的问题与挑战,其中外部障碍包括机构登记注册困难,社会支持网络缺失,资金筹措渠道有限,管理体制机制存在障碍等;内部障碍包括从业人员认知偏差,机构自身能力不足,内部管理水平薄弱,办公活动场地匮乏等。本文尝试从正视残疾人社会组织的作用、推动已有政策的落实、完善残疾人社会组织服务、支持残疾人社会企业发展的角度提出对策建议。

With the comprehensive deepening of the reform and innovative upgrading of social governance,persons with disabilities are facing new situations,new tasks and new requirements in the current and future periods in which social organizations of persons with disabilities play a key role.Based on the field research on social organizations of persons with disabilities in China,this paper presents the development status of social organizations for persons with disabilities in China from the perspectives of organization type,quantity composition,geographical distribution and service field.At the same time,it deeply analyzes the problems and challenges in the development of social organizations for persons with disabilities.The external obstacles include difficulties in registration,imbalance of public cognition,poor access to funds,backward management system,etc.;internal obstacles include the limitation of personnel awareness,lack of their own ability,internal management lag,lack of office space,etc.Based on the above findings,this paper attempts to face up to the role of social organizations for persons with disabilities,promote the implementation of existing policies,improve the services of social organizations for persons with disabilities,and support the development of social enterprises for persons with disabilities.
