Regional Collaborative Governance:A New Mechanism for Regional Coordinated Development

改革开放以来,区域间竞争对于激发地方活力、实现经济快速增长曾经发挥了重要作用,但也带来了“行政区经济”的壁垒问题。随着社会主义市场经济体制的建立和完善,如何打破市场壁垒,促进资源在区域间的合理流动和有效配置,实现区域一体化发展,进而形成统一的国内市场,成为我国各级政府亟待解决的重大问题。尤其是近年来,我国已将实施区域协调发展确立为国家重大战略。为建立区域协调发展新机制,必须以破解区域间竞争的负面效应为问题导向,在跨域公共服务、跨域公共基础设施建设以及跨域环境保护等问题上实现区域协同治理。可以说,区域协同治理是实现区域协调发展的应有之义。

Since China’s reform and opening up,regional competition has played an important role in stimulating local vitality and achieving rapid economic growth,but it also brings about the barrier problem of“administrative region economy”.With the establishment and improvement of the socialist market economic system,how to break the market barriers,promote the rational flow and effective allocation of resources among regions,and realize the development of regional integration,has become a major problem to be solved by the governments at all levels.Professor Wu Jiannan pointed out that in order to actively implement the national strategy of regional coordinated development,successful regional collaborative governance is needed,among which reform and innovation are crucial.Professor Tang Yalin proposed that under the unified leadership of the state,we should stimulate the initiative of provinces and cities to join each other,realize the multilevel and multi-agent participation,reflect the characteristics of integration and separation,and take the networked regional collaborative governance as the core.Professor Wang Dianli believes that the cross regional supply of public goods is a new driving force for deepening regional collaborative governance,which requires the government to play a more active role.Professor Chen Jianjun pointed out that the feasible regional collaborative governance model in the future should be the community governance model of consultation and consensus decision-making.Professor Chen Xian believes that regional collaborative governance is a process in which market and government work together and interact positively.Professor Suo Liming proposed that the key to the effective implementation of regional collaborative governance is to effectively unify the enthusiasm of the central and local governments,so as to make competition and cooperation more coordinated and orderly.Associate Professor Ran Bing believes that regional collaborative governance needs to pay attention to the influence mechanism of power and trust,and how they coordinate the interaction between cooperative subjects.
