调水工程是水资源配置的重要手段。调水工程管理需要构建并完善相关制度体系以规范管理过程,提高管理水平,促进工程效益的发挥。在调水工程管理面临的新形势新要求下,本文结合目前制度建设的工作实践,分析了调水工程管理制度存在的问题及成因,提出了加强调水工程管理制度体系建设的若干对策建议,以保障工程良性运行并发挥持久效益。

Water diversion project is an important means of water resources allocation.It is necessary to establish and perfect relevant systems to standardize the management process,improve the management level,and promote the play of project benefits aiming at the management of water diversion project.Under the new situation and requirement of water diversion project management,the existing problems and causes of water diversion project management system are analyzed,and some countermeasures and suggestions to strengthen the construction of water diversion project management system are proposed considering the working practice of current system construction,so as to guarantee the benign operation of the project and give play to the lasting benefits.
