摘要
我国政府绩效评估具有以人为本、以实绩晋升为主、受传统文化影响等特点。目前政府绩效评估存在主体不明确、内容不完整、定位不准确、科学政绩观缺乏和缺乏统一的评估标准等问题。完善我国政府绩效评估的策略应从促进政府绩效评估理论研究科学化、清晰界定政府绩效评估的功能、根据社会发展阶段和国情实施绩效评估、通过绩效评估改善政府形象,提升政府公信力以及通过绩效评估促进降低管理成本等方面入手,以期解决在绩效评估中出现的疑难问题。
Characterized by performance promotion,influenced by traditional culture and so on,China s government performance evaluation is people-oriented.At present,there are some problems in government performance evaluation,such as unclear subject,incomplete content,inaccurate positioning,lack of scientific concept of political achievement and unified evaluation standards.The strategies to improve our government performance evaluation should start from promoting the scientific study of government performance evaluation theory,clearly defining the function of government performance evaluation,implementing performance evaluation according to the stage of social development and national conditions,improving the image of the government through performance evaluation,enhancing the credibility of the government and promoting the reduction of management costs through performance evaluation,thus solving the difficult problems in performance evaluation.
