高校工会在“最多跑一次”改革中的作用与实践——以浙江大学医学院及各附属医院“最多跑一次”改革为例

Function and Practice of University Labor Union in the "Running Once at Most" Reform:Taking Zhejiang University Medical College and Its Affiliated Hospitals"Running Once at Most" Reform as an Example

在浙江省全面推进“最多跑一次”改革并获得显著成效的背景下,高校在推进改革过程中面临未贴合师生实际需要、未彻底简化办事流程、缺乏长效运营机制等困境。高校工会通过参与完善顶层设计、协调改造基础设施、深入传播阶段成果,更好发挥高校工会维护、参与、建设和教育的职能。同时,倡导高校工会在改革中积极向服务型、学习型转变,不断提升自身政治性、先进性和群众性,推动学校和学院的可持续性发展。

Under the background that Zhejiang Province has comprehensively promoted the reform of"running once at most"and achieved remarkable results,colleges and universities are faced with difficulties such as failing to meet the actual needs of teachers and students,not completely simplifying the process,and lacking long-term operation mechanism.Through participating in improving the top-level design,coordinating the transformation of infrastructure,and in-depth dissemination of stage achievements,university labor unions can better play their functions of maintenance,participation,construction and education.At the same time,we should advocate that the labor unions in colleges and universities should actively transform into service-oriented and learning labor unions in the reform,and constantly enhance their political,advanced and mass character,and promote the sustainable development of universities.
