中国中心城市发展目标的设置及逻辑——基于61个城市2019年政府工作报告的文本分析

The Setting and Logic of the Development Goals of Central Cities in China--Based on the Text Analysis of the Government Work Reports of 61 Cities

以内容分析法对61个城市的2019年政府工作报告进行文本分析,归纳出中国中心城市的总体发展目标;从经济建设、城乡建设、开放协同、社会建设四个维度研究分析中国中心城市的发展分目标。总体来看,中国中心城市在城市发展目标的设置上遵循竞争力和可持续两条主线,并受到创新、协调、绿色、开放、共享五大发展理念的指引。

Based on the text analysis of the work report of 61 cities,it is found that economic prosperity,social stability,beautiful environment,urban-rural coordination,open cooperation and advanced science and technology are the overall goals of the construction and development of China central city.Realizing the modernization of the economy,coordination,and high quality development,constructing hard and soft power ability and people-oriented cities,promoting the coordinated development of urban and rural areas,achieving high levels of opening to the outside world and regional cooperation,guarantying national shared development achievements,are the dimensions ofgoals of China's center city in economic construction,urban and rural construction,open collaboration,and social construction.In general,the development goals of the central city are following the two main lines of competitiveness and sustainability,and guided by the five development concepts of innovation,coordination,green,openness and sharing.
