中国群众性体育赛事治理动因、困境与破解

The Causes, Dilemmas and Solutions of the Governance of Mass Sports Events in China

以我国群众性体育赛事暴露出的现实问题为背景,运用社会治理理论对群众性体育赛事治理动因、治理困境和破解路径进行探讨。研究认为:国家治理体系与治理能力现代化建设、政府体育赛事管理方式转变和多元治理主体融合互动等构成了群众性体育赛事治理的动因;政府与社会力量治理结构失衡、政府角色定位不清权责模糊、多元治理主体之间利益冲突等是当前群众性体育赛事面临的主要困境。基于群众性体育赛事治理动因和困境,提出构建多元主体协同治理格局,明确政府治理过程权责边界,建立政府社会双向监督机制等破解路径。

Based on the problems exposed by mass sports events in China, this present paper applies the theory of social governance to the analysis of the motivation, dilemmas and solutions of mass sports events governance. Research suggests that the modernization of the national governance system and governance capabilities, the transformation of government sports event management methods, and the integration and interaction of multiple governance entities constitute the causes for the governance of mass sports events;the governance structure of the government and social forces is unbalanced, and the role of the government is not clearly defined. Vagueness and conflicts of interest among multiple governance subjects are the main dilemma faced by current mass sports events. Based on the causes and difficulties of the governance of mass sports events, this present paper proposes to construct a multi-subject collaborative governance pattern, clarify the power and responsibility boundaries in the government governance process, and establish a two-way government and society supervision mechanism.
