公共政策工具的组合与优化逻辑--以旧衣物回收箱运作为例

Combination and Optimization Logic of Public Policy Instrument:Taking the Operation of Clothing Recycling Bins as an Example

本文运用半结构式访谈法和问卷调查法,对垃圾分类政策执行中旧衣物回收箱的推行这一社会事实进行了分析,以政策工具的组合、特征和内在机理为主线,审视政策执行中多元主体的行动逻辑,建构工具选择的优化路径。通过对L市的案例进行分析,发现该项政策推行中采用了沟通性工具先行、市场性工具为主、志愿性工具为补充的工具组合方式,且呈现了低强制性、低可见性的特征,政府在政策回应方面出现了危机,需要以优化工具组合、改变参照框架、提高政策工具问责三个维度为基点,优化现行政策选用的逻辑,提升政策工具效能。

This article analyses clothing bins in the waste sorting policy implementation, adopting semi-structured interviews and questionnaires.Taking the combination, characteristics and internal mechanism of policy instrument as the main line, this paper examines the action logic of multiple actors in policy implementation and constructs the optimization path of instrument selection.Drawing on case studies of L city, it is found that the combination of communication tools, market tools and voluntary tools is adopted in the implementation of this policy, which is characterized by low coerciveness and low visibility.So that there is a crisis in the policy response of the government, which needs to optimize the combination of tools, change the reference frame and improve the accountability of policy tools to optimize the logic of current policy selection and improve the effectiveness of policy instruments.
