管理文化虽然产生于企业管理学范畴,但大学作为教育组织也存在着自身的管理文化。国家开放大学是一个贯通全国开放大学分部、面向基层和偏远地区办学的教育组织,为更好地适应现代化治理的时代发展要求,开放大学需要确立科学的管理文化精神理念,创建现代的管理文化制度体制,构建系统的管理文化环境,以健全完善的管理文化影响力,支持学习型社会建设,为全面提升国民素质服务。

Although the management culture comes from the category of enterprise management,university as an education organization also has its own management culture.The Open University of China is an educational organization that provides guidance to local open universities across China and offers courses to the grass roots units and remote areas.In order to better meet the requirements of the development of modern governance in this era,open universities need to establish a scientific management culture spirit concept,establish a modern management culture system,and build a systematic management culture environment,so as to support the construction of a learning society with sound and perfect management culture influence,and to serve the overall improvement of the national quality.
