摘要
“十三五”规划已进入收官之年。研究发现,浙江、广东等10多个省份能源消费总量控制目标难以完成,石化项目新增能耗过多是主要原因之一。为落实习总书记提出的“对于能耗强度达标而发展较快的地区,能源消费总量控制要有适当弹性”的要求,建议在不涉及能源统计制度变动的前提下,对新建石化项目用作原料、材料使用的能源消费单独核算,在各地区“十三五”能源消费总量控制目标考核中予以核减。实施该项政策调整,一方面具有坚实的理论基础,可操作性强;另一方面具有重大的现实意义,有助于推动形成优势互补高质量发展的区域经济布局,保障中国在新冠肺炎疫情后的经济复苏,引导产业转型升级。
The study found that more than 10 provinces such as Zhejiang and Guangdong couldn’t achieve the total energy consumption control targets and the excessive increase of energy consumption in petrochemical projects was one of the main reasons when the 13th Five-Year Plan entered its final year.In order to implement the requirement put forward by President Xi that“Energy consumption cap target could be some elastic for the areas which develop well and meet the target of energy intensity”,it suggests the energy consumption used as raw materials and materials in newly-built petrochemical projects should be separately accounted without any change in the energy statistics system,and it should be deducted in the evaluation of the energy consumption cap target in the 13th Five-Year Plan for all regions.The implementation of this policy adjustment,on the one hand,has a solid theoretical basis and strong operability;on the other hand,it is of great practical significance to promote regional economic layout with complementary advantages and high-quality development,ensure China’s economic recovery after the COVID-19 pandemic and guide industrial transformation and upgrading.
