城市停车“政府管理牵头部门”分析研究

Analysis on the“Government Leading Department”for Urban Parking

为了厘清我国城市停车“政府牵头管理部门”相关情况及职责,系统性梳理分析了我国各省份及主要大城市停车“牵头管理部门”的相关法规情况。通过对部分境外城市相关分析,提出停车法律法规是完善停车管理体制机制的重要支撑。在此基础上,分析了城市停车“牵头管理部门”的内涵,提出了完善我国停车管理体制机制的关键问题,从近期、远期提出完善停车管理体制机制的策略路径,并提出相关配套措施建议,为各地加强城市停车科学管理提供决策参考。

In order to clarify the relevant situation and responsibilities of the"government leading department"for urban parking in China,this paper analyze relevant laws and regulations of parking"lead management department"in various provinces and major cities in China.Through analysis of some overseas cities,it is proposed that parking laws and regulations are an important support for improving the parking management system and mechanism.On this basis,it analyzes the connotation of the"leading department"of urban parking,puts forward the key issues of improving China's parking management system and mechanism,proposes the strategic path of improving the parking management system and mechanism from the near-term and longterm dimensions,and puts forward related supporting measures to provide decision-making reference for strengthening the scientific management of urban parking in various places.
