城市社区再组织化是新时代城市社区党建引领社区治理的核心目标。新时代城市社区再组织化面临着社区"去组织化"、社区居民之间"弱联系化"和社区党组织作用"边缘化"等问题。上海市J街道以社区团队为嵌入点实现了社区再组织化,以社会成员需求为导向重建了社区居民间的联系,以调整党建功能为手段发挥了社区党组织的核心作用。同时,社区党员的管理与作用的发挥、社区党组织活动的价值与内涵和社区党组织的有效覆盖率,构成了新时代城市社区再组织化的实现条件。

Reorganization of urban community is the core goal of community governance led by Party building in urban community in the new era.In the new era,the main problems in the reorganization of urban communities are:the deorganization of communities,the delinking of community residents and the decentralization of the role of community Party organizations.The J street in Shanghai realizes the community reorganization with the community team as the embedded point,reconstructs the relationship between the community residents guided by the needs of social members,and plays the core role of the community Party organization by means of adjusting the function of Party building.At the same time,the management and role of community Party members,the value and connotation of community Party organization activities and the effective coverage of community Party organizations constitute the conditions and constraints for the realization of urban community reorganization in the new era.
