摘要
山水林田湖草沙是一个生命共同体,是水土流失发生、发展、相互作用的自然系统,也是区域发展的经济系统。水土保持学科的综合性为科学认知、系统治理山水林田湖草沙提供了坚实的理论和实践基础,“系统”和“综合”是水土保持学科和事业的核心,以流域或集中片区为单元,统一规划、系统布局、综合治理是水土保持的成功之策,也是山水林田湖草沙系统治理的经验,要以山水林田湖草沙系统治理观持续推进流域治理提质增效,对工业化城镇化造成水土流失进行系统治理与生态修复,生产建设活动侵蚀土地(特别是山地果林开发)应加强生态系统维护,促进生态系统的修复和经济社会的高质量发展。
Mountain,water,forest,farmland,lake,grass and sand,as a community of life,can be regarded as a natural system for occurrence and development of soil erosion and interaction,as well as a system of regional economic development.The comprehensive of soil and water conservation provides a solid theoretical and practical basis for integrated management of mountains,rivers,forests,fields,lakes,grass and sand."Systematic"and"integrated"are the core of soil and water conservation.Taking watershed or catchment as units for integrated planning,systematic layout and comprehensive management are strategic solutions for success.In order to improve quality and efficiency,watershed management needs to take systematic approaches to control soil and water loss as results of industrialization and urbanization,restore the eroded land caused by production and construction(especially fruit trees plantation in mountain areas),and strengthening ecosystem maintenance,to promote ecosystem restoration and high-quality economic and social development.
