高层住宅建筑高空抛物问题的法治化治理研究

Research on Law-based Governance of Issues Related to Throwing Objects from High-rise Residential Buildings

随着城市化进程加快,城市高层住宅建筑高空抛物事件日益增多,公共安全风险随之增大,严重危及人民群众生命财产安全。而目前我国社会民众对城市高层住宅建筑高空抛物危害认识不清,相关法律规定不够完善,部门权责不清,高层住宅建筑安全防范措施不到位,致使治理难度相当大。需进一步加强高空抛物安全防范知识宣传普及,细化相关法律规定,多部门综合治理,以法治化手段切实维护人民群众"头顶上的安全"。

Accelerating urbanization leads to increasing cases of throwing objects from high-rise residential buildings.This in turn increases the risk of public security and jeopardizes the safety of people’s lives and properties.At present,the general public in China has no yet fully understood the dangers of throwing objects from high-rise residential buildings.In addition,lack of relevant laws and regulations,unclear powers and responsibilities among different regulatory departments and safety precautions not being in place for high-rise residential buildings all make it difficult to deal with.More efforts are needed to strengthen public education campaign to prevent throwing objects from high-rise residential buildings,improve relevant laws and regulations and enhance multi-sectoral governance so as to prevent from the risk from above by the rule of law.
