基于燕山国家级水土流失重点预防区防治要点构建的迁西县生产建设项目水土保持方案技术体系

Technical System of Soil and Water Conservation Scheme for Qianxi County Production and Construction Project Based on Prevention and Control Points of Yanshan National Key Prevention Area of Soil and Water Loss

迁西县是燕山国家级水土流失重点预防区,是“七山一水分半田、半分道路和庄园”的山区县,县域以资源密集型的产业为主,对域内原有水土保持设施破坏较为严重,对完成燕山国家级水土流失重点预防区防治责任目标构成了严重影响。基于此,该文通过研究在该水土保持分区防治功能基础上,通过300多个生产建设项目水土保持方案编制的技术累积,有针对性地构建了一套生产建设项目水土保持方案技术体系,并逐年优化体系建设,从设计水平年确定、水土流失防治责任范围及防治分区的确定、水土流失防治目标的确定、水土流失预测方法、水土保持措施的布设等方面对资源密集型产业的水土保持防治体系进行论证,适用于迁西县及其周边水土流失特点类似、产业类型一致的县区,在特定区域内具有较强的推广效应。
