北美图书馆应对突发公共卫生事件的启示

Lessons Learned from North American Libraries Response to Public Health Crisis

北美图书馆在应对突发公共卫生事件中的角色定位、应急预防、应急响应等经验,可以为我国图书馆建立应急机制提供参考和借鉴。图书馆在突发公共卫生事件应对中,除了作为权威信息源为不同用户提供差异化服务,还可以发挥更多作用。图书馆应培训、保护馆员,并依托馆员开展广泛合作,采取多种形式服务社会,充分发挥生物医学类图书馆和行业协会的引领作用,建立国家灾害信息管理研究中心,开展本行业和跨行业协作,动员社会力量进行防灾减灾。

The experiences of the North American libraries in responding to public health crisis such as the roles of libraries and the preparedness of and response to pandemic provide references for libraries in China in establishing relevant mechanisms.Libraries can play multiple roles in public health crisis other than just being a primary information source of trust-worthy to provide differentiated services for different user groups.Libraries should train,protect and then rely on librarians to carry out cooperation with other organizations and provide multiple services to the society.Lessons learned from the North American libraries increased understanding of the value of the biomedical libraries and collaborative relationships between libraries,library associations and various disaster management agencies and organizations.China disaster information management research center should be established by collective efforts of biomedical libraries while mechanisms to mobilize national,international and multilateral action should be explored.
