新型城镇化背景下发达国家物流园区发展经验及对我国的启示

Development Experience of Logistics Park of Developed Countriesand its Enlightenment to China under the Background of New Urbanization

我国物流园区发展过程中存在同质化竞争、空置率较高、经营效益欠佳等问题。文中从物流园区的规划、建设、运营管理、配套政策等方面,深入总结了美国、德国、日本三个发达国家的经验。结合新型城镇化的发展背景和第五次全国物流园区调查情况,提出了尽快制定城市群物流园区专项规划、推动城市群物流园区协同运营、完善土地等配套扶持政策、培育区域物流龙头企业等建议。研究结果可以为我国物流园区的进一步健康发展提供指导意见。

There are some problems in the development of logistics parks in China,such as homogeneous competition,high vacancy rate and poor operating efficiency.This paper summarizes the experience of the United States,Germany and Japan from the aspects of planning,construction,operation management and supporting policies of logistics parks.Combined with the development background of new urbanization and the fifth national logistics park survey,some suggestions areput forward such as formulating special planning of logistics park in urban agglomeration as soon as possible,promoting the collaborative operation of logistics parks in urban agglomerations,improving supporting policies,and cultivating regional logistics leading enterprises.The research results can provide guidance for the further healthy development of logistics parks in China.
