摘要
公益性科研院所是提供公共服务的事业单位,组织的战略目标多出于社会效益,科学合理地运用综合目标管理绩效考核,有利于单位提高效率,更好满足人民群众公益服务需求。文章结合实践,从分析综合目标管理绩效考核存在的问题入手,介绍了综合目标管理绩效考核的组织结构、制度建设、考核内容与形式、结果评价应用等内容,并阐述了对综合目标管理绩效考核工作的体会,旨在为公益性科研院所实施推进综合目标管理考核提供参考。
Public welfare scientific research institutes are institutions providing public services.Their strategic objectives are mainly for social benefit.The scientific and reasonable application of comprehensive objective management performance appraisal is beneficial to improving their efficiency and better meeting the public welfare service demand.Combining practice,this paper introduces the organizational structure,system construction,evaluation content and forms,application of the results and evaluation of comprehensive objective management performance appraisal,and expounds the experience of comprehensive objective management performance appraisal,hoping to provide reference for public welfare scientific research institutes to promote comprehensive objective management appraisal.
