海南农民专业合作社金融服务供需矛盾与对策

The Contradiction between Supply and Demand of Financial Services of Hainan Farmers’ Cooperatives and Its Countermeasures

在全岛建设自由贸易港背景下,海南农民合作社因为农业深化改革和对外开放迎来了新的发展机遇。但是,农民合作社要保持健康、可持续发展,金融服务支持必不可少。文章细分梳理了农民专业合作社的金融服务需求,通过供需对比,指出海南农民专业合作社金融服务供需矛盾主要表现为信贷服务供不应求、服务产品针对性差、服务功能发挥受限和服务供给片面失衡。分析指出导致矛盾产生的主要原因是合作社融资条件较差、农村金融发展不充分以及农业保险业务不完善。针对性提出了提升合作社经营管理水平、完善农村金融服务体系、健全完善合作社信用体系和大力推广农业保险等对策建议。

In the context of building a free trade port in the whole island, Hainan farmers ’cooperative has ushered in new development opportunities because of the deepening reform of agriculture and the opening up to the outside world. However, to maintain a healthy and sustainable development of farmers ’cooperatives, financial service support is essential. This paper analyzes the demand for financial services of farmers ’specialized cooperatives, and points out that the contradiction between the supply and demand of financial ser-vices of Hainan farmers’ specialized cooperatives is mainly manifested in the shortage of credit services, the poor pertinence of service products, the limitation of service functions and the imbalance of service supply.It is pointed out that the main causes of the contradiction are poor financing conditions of cooperatives, in-adequate development of rural finance and imperfect agricultural insurance business. Some suggestions are put forward to improve the management level of cooperatives, improve the rural financial service system, im-prove the credit system of cooperatives and vigorously promote agricultural insurance.
