摘要
雄安新区资源环境承载力评价指标体系的指标选取,应从雄安新区资源环境与社会经济系统间的物质、能量和信息的交换入手,寻求一组具有典型代表意义、同时能够全面反映雄安新区资源环境承载力各方面要求的特征指标。文章在梳理区域资源环境承载力评价指标体系研究现状的基础上,通过对雄安新区资源环境特征与社会经济发展现状的分析,从资源系统、环境系统、生态(绿色生态)系统与社会经济系统4个维度,选择土地资源、水资源与矿产资源,水环境、大气环境与地质环境,绿色治理、生产与生活,经济与社会11个二级指标和若干三级指标,运用主成分分析法筛选评价指标构建雄安新区资源环境承载力评价指标体系,并以雄安新区的资源系统为例,基于模糊综合评价法对2013-2017年雄安新区资源承载力进行了评价。
Starting from the exchange of material, energy and information between the resource, environment, social and economic system of Xiong’an New Area, a set of characteristic indexes with typical representative significance and reflecting all aspects of the regional resources and environment carrying capacity are selected to construct the evaluation index system of resources and environment carrying capacity of Xiong’an New Area. On the basis of the relevant research results, through the analysis of the characteristics of resources and environment, and the current situation of social and economic development in the new area, 11 secondary indexes of land resources, water resources and mineral resources, water environment, atmosphere environment and geological environment, green governance, green production and green life, economy and society are selected from four dimensions of resource system, environmental system, ecological(green ecological) system and socio-economic system, and several tertiary indexes. Then principal component analysis methods is used to screen some evaluation indexes and the evaluation index system of resources and environment carrying capacity of Xiong’an New Area is constructed. Finally,taking the resource system of the New Area as an example, the resource carrying capacity from 2013 to 2017 is evaluated based on fuzzy comprehensive evaluation method.
