新时代坚持和完善党对高校全面领导的实践路径探析

高举中国特色社会主义伟大旗帜,加强党对高校的全面领导,是"坚持党对一切工作的领导"的内在规定和必然要求,是新时代党建工作的重大课题,同时也是保障新时代高校改革不断取得新进展、保障人才培养质量、保障扎根中国创建世界一流大学的战略内容。现阶段,高校治理在学术研究与立德树人、考评体系与政治规矩、内部治理与党的领导等方面存在诸多问题,这更加表明党对高校全面领导的极端重要性。探索坚持和完善党对高校全面领导的实践路径,应以坚持走中国特色社会主义大学发展之路为首要原则,坚持和完善党委领导下的校长负责制,建设一支政治素质过硬、业务能力精湛的高素质教师队伍,加强高校各级党组织建设,充分发挥党总揽全局、协调各方、把握方向、凝聚人心的统领作用。

Holding high the great banner of socialism with Chinese characteristics and comprehensively strengthening the party’s overall leadership of colleges and universities is the inherent rule and inevitable requirement of"adhering to the Party’s overall leadership",and is a major issue in the Party building work in the new era.Meanwhile it guarantees the new continuous progress in the university reform in the new era,guarantees the quality of talent training,and guarantees the strategic content rooted in China’s creation of world-class universities.At this stage,university governance has many problems in academic research and morality,utilitarian evaluation and political rules,internal governance and Party leadership,etc.This further demonstrates the extreme importance of the Party’s overall leadership of colleges and universities.Mechanisms,basic projects,and grassroots fortresses are the starting points to explore the practice path to persisting in and strengthening the Party’s overall leadership of colleges and universities,and give full play to the Party’s leading role of overseeing the overall situation,coordinating all parties,grasping the direction,and uniting the people.
