摘要
吉林省是农业大省,且拥有丰富的森林资源,具有得天独厚的开发生物质能源的条件。从目前吉林省生物质能源发展现状来看,其产业化发展过程中还缺乏自主创新的生产技术和有效资金的投入,并没有建立起健全的生物质能源产品市场机制和法律制度,同时缺乏合理的产业规划和转型动力,因此应建设原材料基地保障原料供应、推进技术引进与科技攻关、拓宽融资渠道、制定扶持政策完善法规和行业标准、开展示范生产完善产品市场机制、制定系统发展规划、合理推进传统企业向新兴产业转型升级,从而加快吉林省生物质能源产业的跨越式发展。
Jilin Province is a big agricultural province with abundant forest resources,and it has the best conditions for the development of biomass energy.According to the current situation of biomass energy development in Jilin Province,there is still lack of independent innovative technique,effective capital investment,market mechanism,legal system,reasonable industrial planning and transformation power. In order to achieve the leapfrog development of Jilin biomass energy industry,it is necessary to build raw material bases for stable raw material supply,tackle key technical problems,broaden financing channels,formulate supporting policies and improve laws,regulations and industry standards,improve product market mechanism,formulate systematic development plans,reasonably promote the transformation and upgrading of traditional enterprises to emerging industries.
