制度视角下我国地方政府合作的分析框架:制度环境、行动者、合作结构

Analytical Framework of Local Government Cooperation in China from the Institutional Perspective: Institutional Environment,Actors and Cooperation Structure

在各类突发和危机事件频发的风险社会,地方政府合作逐渐发展成区域化公共治理的重要模式。从制度视角出发,结合我国地方政府合作的实际情况,可以建立"制度环境—行动者—合作结构"的分析框架对我国的地方公共治理问题进行研究分析。制度环境包括地方政府合作中宏观层面的行政、经济、社会、法律的制度,是分析地方政府合作所要考虑的外部环境与约束条件;行动者是地方政府合作的主体,其拥有的资源、合作意愿、合作策略等是分析地方政府合作的关键;地方政府合作过程中建立的合作组织、合作协议、合作机制共同组成了微观层面的合作结构,成为分析地方政府合作的微观要素。制度环境、行动者、合作结构三个要素之间的互动关系能够对地方政府合作产生正向或负向的作用机制,促进或抑制地方政府合作。

In the risky society with various kinds of emergencies and crises,local government cooperation has gradually developed into an important mode of regional public governance.From the perspective of institution and considering the actual situation of local government cooperation in China,an analytical framework of"institutional environment-actors-cooperation structure"can be established to analyze public issues of local governance in China.The institutional environment includes the macro-level administrative,economic,social and legal institutions in local government cooperation,which is the external environment and constraint to be considered in the analysis of local government cooperation;the actors are the main subjects in local government cooperation and their resources,willingness and strategies to cooperate are the keys to the analysis of local government cooperation;the local government cooperation structure is the micro-level element in the analysis of local government cooperation.The interaction among institutional environment,actors and cooperation structure can produce positive or negative mechanism and promote or inhibit local government cooperation.
