中国共产党有着良好的社会动员历史,有着群众运动式、思想政治式、行政命令式、强化管理式社会动员实践经验。新时代中国共产党面临着更为复杂的党情、国情和世情,社会发展复杂性日益加剧,人民群众认知力日益提高,全面从严治党任重道远,负面网络舆情时有发生。党在社会动员上需要进行转型与创新,应运用利益保障式、多元参与式、依法依规式、网络引导式社会动员,不断提高党的社会动员质量与能力。

The Chinese Communist Party has a glorious history of social mobilization,and has practical experience in social mobilization of mass movement,ideology and politics,administrative command,and strengthened management.In the new era,the Chinese Communist Party is faced with more complicated party,nation and world conditions.The complexity of social development is increasing;people’s awareness is raising;the party’s strict governance shoulders heavy responsibilities;and negative online public opinions often occur.The party needs to transform and innovate in social mobilization,which should continuously improve the quality and ability of the party’s social mobilization by applying interests’protection,multiple participation,legal compliance,and Internet-guided social mobilization.
