舟山海域船舶锚泊安全探析

Exploratory Analysis of the Safety of Ship Anchoringin Zhoushan Waters

舟山海域岛屿众多、航道复杂,为船舶锚泊抗台风提供了良好的遮蔽,但该海域船舶密度大、潮流复杂,部分渔船违规作业,不遵守避碰规则,导致近几年船舶锚泊事故频发,造成了大量的财产损失。为确保船舶在舟山海域的锚泊安全,减少锚泊事故,根据舟山海域的锚泊事故案例,从人、环境和船舶三方面统计分析了舟山海域锚泊存在的危险因素,并针对相应的危险因素,提出了船舶锚泊操纵的安全对策。

The Zhoushan waters has many islands and complex waterways,which provide good shelter for ships’anchoring against typhoons.However,this area exists high density of ships and complex tidal currents.Some fishing vessels violate regulations of operation and fail to comply with collision avoidance rules.This has led to frequent ship anchoring accidents in recent years and caused significant property damage.In order to ensure the safety of ships’anchoring in Zhoushan waters and reduce anchoring accidents and according to the cases of anchoring accidents therein,the dangerous factors of anchoring in Zhoushan waters are statistically analyzed from three aspects of people,environment and ships,and safety countermeasures for ship anchoring are proposed in line with the corresponding dangerous factors.
