摘要
文章从清洁柴油车、清洁柴油机、清洁运输和清洁油品入手,梳理了柴油货车污染治理的进展和成果,分析了存在的问题,建议柴油车和非道路行业加大对VOCs和NOx协同减排技术的研发力度,尽早引入近零和零排放控制方案;提升现有车辆和设备的稳定达标能力;进一步深化运输结构调整,切实落实大宗货物公转铁和公转水要求;加强非道路移动机械车辆减排和达标监管;研发车辆排放、油品快速检测技术和设备,建立成熟的高排放车辆识别、检测、溯源和治理技术体系。
Starting with clean diesel vehicles,clean diesel engines,clean transportation and clean fuel,this paper combed the progress and achievements in the treatment of pollution caused by diesel trucks,etc.,and analyzed the existing problems.It is recommended that the next steps for diesel vehicles and non-road mobile machinery are to make more efforts in the research and development of coordinated reduction of VOCs and NOx emissions,and introduce near-zero and zero emission control schemes as soon as possible.The up-to-standard stability of existing vehicles and equipment should be improved.The adjustment of transportation structure should be further deepened,and the requirements for the transfer of bulk cargos from road transportation to railway and waterway transportation should be effectively implemented.It is necessary to strengthen the supervision over emission reduction and standard compliance of non-road mobile mechanical vehicles.It is necessary to research and develop rapid detection technology and equipment for vehicle emissions and oil products,and establish a mature high-emission vehicle identification,detection,traceability and treatment technology system.
